Several policies to promote the accelerated development of the biological industry
Accelerating the cultivation of the bio-industry is a major measure for China to grasp the strategic opportunities of the new scientific and technological revolution and build an innovative country in the new century. To implement the National Medium- and Long-Term Science and Technology Development Plan (2006-2020) and the 11th Five-Year Plan for Bio-industry Development, accelerate the cultivation of the bio-industry into a pillar industry in the high-tech field and the strategic nature of the country. In emerging industries, this policy is specifically formulated.

I. Policy Objectives (1) Guide technologies, talents, funds and other resources to gather in bio-industries, promote biotechnology innovation and industrialization, and accelerate the scale, concentration and international development of bio-industries.
(2) Establish an industrial technology innovation system that takes enterprises as the mainstay, market-oriented, and combines production, education and research, creates a high-quality talent team, enhances independent innovation capabilities, and masters a number of important biotechnology, products and standards with independent intellectual property rights.
(3) Cultivate a number of large-scale biological enterprises operating in a multinational economy and a large number of innovative small and medium-sized biological enterprises with independent intellectual property rights, and form a number of bio-industrial bases with high industrial agglomeration, strong core competitiveness and distinctive specialization.
(4) Strengthening the protection of biotechnology patents and the protection of species germplasm resources, improving the level of development and utilization of germplasm resources, and ensuring biosafety.

Second, the key areas of modern bio-industry development (5) the field of biomedicine. Focus on the development of new vaccines and diagnostic reagents for the prevention and diagnosis of major infectious diseases that seriously threaten the lives and health of our people. Actively develop biotech drugs, small molecule drugs and modern Chinese medicines that have significant effects on the treatment of common diseases and major diseases. Accelerate the development of biomedical materials, tissue engineering and artificial organs, and clinical diagnostic and therapeutic rehabilitation equipment. Promote the outsourcing of biomedical research and development.
(6) The field of bio-agriculture. Focus on the development of high-quality, high-yield, high-efficiency, multi-resistant agricultural and forestry varieties and wild animal and plant breeding sources. Vigorously develop green agricultural biological products such as biological pesticides, biological feed and feed additives, biological fertilizers, plant growth regulators, animal vaccines, diagnostic reagents, modern veterinary Chinese medicines, biological veterinary drugs, biological fish drugs, microbial fully degradable agricultural films, etc. The industrialization of plant bioreactors promotes the development of efficient green agriculture. Develop microbial drugs and other biological agents with disease resistance and growth promoting functions to protect and improve the aquatic environment and develop healthy farming.
(7) The field of bioenergy. Accelerate the cultivation of fast-growing, high-oil-bearing, high-calorie, high-yield special-purpose plant varieties, rational use of barren hills and wasteland, and promote large-scale and base-based planting; actively carry out sweet sorghum, potato, jatropha, berberine, light skin tree, and crown Fruit and plant production of non-food crops such as plant fiber as a raw material for liquid fuel production pilots, promoting biodiesel, centralized biogas, biomass power generation, biomass dense molding fuel and other bioenergy development.
(8) The field of biological manufacturing. Accelerate the large-scale development of bio-based polymer new materials, bio-based green chemicals, and sugar engineering products. Support the research and development and large-scale production of deep processing of agricultural products and technology, equipment and process of food bio-manufacturing. Develop new enzyme preparations, develop clean production processes such as biological bleaching, biopulping, bio-tanning and biological desulfurization, accelerate the promotion and application of bio-manufacturing technology, and reduce material consumption, energy consumption and pollution.
(9) Bio-environmental protection field. Focus on the development of high-performance water treatment flocculants, coagulants, fungicides and bio-fillers and other biotechnology products, and encourage the research and industrialization of wastewater treatment, waste treatment, and ecological restoration biotechnology products. Support the production and use of new products such as desertification control, saline-alkali land management, water ecological restoration, anti-heavy metal pollution, and super-enriched plants.

Third, the development and expansion of biological enterprises (10) to cultivate leading enterprises with strong innovation capabilities and international competitiveness. Encourage leading enterprises to strengthen R&D capacity building and actively carry out activities such as technology introduction and transnational operations. Promote cooperation and restructuring between biological enterprises, biological enterprises and scientific research institutions, expand the scale of enterprises, and enhance the strength of enterprises.
(11) Encourage and promote the development of small and medium-sized biological enterprises. For newly established bio-enterprises, give priority support in terms of personnel appointment, loan financing, and land. Support the establishment of a number of bio-business incubators and international student entrepreneurship service centers. Increase the support of technology-based SMEs' technology innovation funds for qualified small and medium-sized bioenterprises.
(12) Vigorously promote the development of bio-industry bases. Encourage enterprises, talents, and funds related to the bio-industry to gather in bio-industry bases, promote the development of bio-industry bases in the direction of specialization, specialization, and clustering, and form a relatively complete industrial chain. In areas with good basic conditions and excellent entrepreneurial environment, several national-level bio-industry bases have been gradually established. The state gives priority support in terms of innovation capability infrastructure, public service platform construction, implementation of science and technology plans, and high-tech industry plans.
(13) Actively promote international cooperation. Encourage foreign companies and individuals to invest in China, establish R&D institutions and conduct commissioned research. Encourage and support bio-enterprises with independent intellectual property rights to “go global”, carry out international registration and marketing of products, set up R&D institutions and invest and set up enterprises abroad. Support domestic institutions to participate in the system (revision) of relevant international standards, and carry out bio-industry certification and international exchange.

Fourth, vigorously promote independent innovation (14) Give full play to the role of the main body of technological innovation. Encourage enterprises to increase investment in research and development, and the state will increase support for technological innovation by establishing and perfecting a combination of production, education and research. Strengthen the construction of enterprise technology centers and support enterprises to set up overseas R&D centers. Support the combination of production, education and research, attract social capital investment, set up several international advanced biotechnology research and development institutions, and improve system integration and engineering capabilities. Encourage enterprises, universities and scientific research institutions to build engineering platforms such as engineering laboratories, engineering (technical) research centers, and internship training bases.
(15) Strengthening the construction of innovative capacity infrastructure. Support the construction of scientific research infrastructure of various research institutions and testing institutions. On the basis of fully integrating and utilizing the existing scientific research infrastructure, a number of internationally advanced bioscience research bases will be formed to strengthen the basic research and application technology development of biological sciences. . Support the construction of biotechnology engineering centers, engineering laboratories, incubators, product quality inspection centers, etc. Vigorously promote the opening and sharing of biological research infrastructure.
(16) Do a good job in the transfer of biotechnology results. Accelerate the review of biotechnology intellectual property rights, strengthen the registration and transfer of biotechnology research results, and improve the evaluation system and transfer mechanism of biotechnology achievements. Establish and improve the bio-product certification and accreditation system, and regulate the development of intermediaries such as third-party certification in the bio-industry.
(17) Accelerate the industrialization of independent innovation achievements. Organize the implementation of biotechnology industrialization specialization, vigorously promote the transformation of major biotechnology achievements with independent intellectual property rights, and accelerate the scale production and application. Actively carry out research and implementation of research and revision (revision) of biological product-related standards, and strengthen the development and industrialization of biological standards.

V. Cultivate a team of highly qualified personnel
(18) Strengthen the training of biotechnology talents. We will increase the construction of biology majors in universities and strengthen the training of senior professionals such as masters and doctors. Establish post-doctoral research stations in large enterprises, encourage scientific research institutions, enterprises and universities to jointly establish biotechnology talent training bases, and strengthen the cultivation of innovative talents and advanced practical talents. Encourage all kinds of vocational colleges to accelerate the cultivation of skilled talents that are urgently needed for the development of the bio-industry.
(19) Actively introduce outstanding biotechnology talents. Encourage overseas talents to return to China (to China) to start a business and engage in scientific research and teaching. In conjunction with the implementation of the national independent innovation strategy and major scientific and technological projects, we encourage overseas talents returning to China (to China) to apply for and undertake government science and technology plans, fund projects and industrialization projects. State-owned biological research institutions are encouraged to openly recruit technical leaders from home and abroad. Increase the intensity of income distribution to key positions and outstanding talents, and improve the property rights incentive mechanism such as technology participation and shareholding.

6. Increase support for fiscal and taxation policies (20) Increase investment in biotechnology research and development and industrialization. Governments at all levels have increased their investment in biotechnology research and development and industrialization in accordance with the growth of financial resources, especially in support of research and development and industrialization demonstration projects for important biotechnology products. The State provides appropriate support to fully biodegradable biomaterials and approved biofuels such as non-grain fuel ethanol, biodiesel, and biomass thermoelectrics. Encourage enterprises, research institutions, universities and individuals to apply for new varieties of plants, patents, trademarks and other intellectual property rights.
(21) Establishing a fiscal fund to prioritize the procurement of independent and innovative biological product systems. Where state organs, institutions and organizations at all levels use fiscal funds to purchase biological products, priority should be given to the purchase of biological products listed in the government-sponsored independent innovation product catalogue.
(22) Implement tax incentives. For research and development expenses incurred by biological enterprises for the development of new technologies, new processes and new products, if no intangible assets are included in the current profits and losses, they shall be deducted according to 50% of the research and development expenses on the basis of actual deduction according to the regulations; Assets are amortized at 150% of the cost of intangible assets. For biological enterprises that are recognized as high-tech enterprises, the enterprise income tax shall be levied at a reduced rate of 15% in accordance with the tax law. We will further improve relevant tax policies for production enterprises such as bio-agriculture, bio-pharmaceuticals, bio-energy, and bio-based materials that the state needs to support and encourage development.

7. Actively broaden financing channels (23) to guide social funds to the bio-industry. Encourage the establishment and development of biotechnology venture capital institutions and industrial investment funds, encourage and guide financial institutions to support the development of bio-industries, and support credit guarantee institutions to provide loan guarantees for bio-enterprises. Support financial institutions to innovate credit products, improve financial services, and provide credit support for eligible bio-industry development projects and bio-industry base infrastructure. Actively explore ways to use preferential interest and small loans to increase effective credit input.
(24) Support bio-enterprises to use capital market financing. Actively support qualified small and medium-sized biological enterprises to list on the SME board and the GEM, and encourage qualified bio-enterprises to list and raise funds at home and abroad. Carry out the conditional biological enterprises in the bio-industry base to enter the securities company agency system to carry out the share transfer pilot, promote the circulation of the equity of unlisted bio-enterprises, and broaden the exit channels of venture capital. Support qualified bio-enterprises to issue corporate bonds, corporate bonds, short-term financing bills and medium-term notes, etc., and carry out pilot projects for joint issuance of corporate bonds by enterprises within the bio-industry base.

Eight, create a good market environment (25) to cultivate a market for biological products. Expand the coverage of medical insurance, standardize the procurement methods of pharmaceuticals, develop commercial health insurance, and actively expand the scope of biomedical applications. For bio-pharmaceuticals with independent intellectual property rights, they shall be reviewed in accordance with relevant national procedures and eligible for inclusion in the medical insurance catalogue. Encourage the promotion of the use of agroforestry, bio-pesticide, bio-fertilizer, bio-feed and feed additives, fully biodegradable biofilms, etc. We will steadily promote the pilot application of non-grain fuel ethanol and conduct pilot projects on biodiesel application in an orderly manner. Standardize the market order of biological products, and investigate and punish such acts as counterfeiting, sales, and commercial fraud. Supervise and guide biological enterprises to strengthen environmental protection and ensure that pollutant discharges meet the standards.
(26) Improve the market access policy for biological products. In accordance with biosafety review, evaluation, certification and regulatory requirements, and actively promote the research and development and industrialization of genetically modified agricultural products. The market access system for bioenergy production and sales shall be implemented in accordance with the law, and relevant departments of the State Council shall formulate and improve relevant access conditions. Further strengthen the qualification identification of biological testing laboratories, and effectively improve the laboratory testing capabilities and management level. Improve the biological drug approval system according to law. For the biological products and technologies involving national security, human health and safety, animal and plant safety, and environmental protection, the relevant departments of the State Council shall implement the market access system according to law. Formulate measures for the import and export of biological products, and regulate the order of import and export of biological products.
(27) Strengthen the protection of intellectual property rights. We will improve the intellectual property protection mechanism for biotechnology, strengthen the construction of biotechnology intellectual property law enforcement teams, increase the punishment for intellectual property infringement, and protect the rights and interests of intellectual property owners in accordance with the law.

9. Strengthening the protection of biological genetic resources and biosafety supervision (28) Strengthening the protection of biological genetic resources. Establish and improve laws and regulations for the protection of biological genetic resources, and establish and improve access and benefit-sharing systems for biological genetic resources. Establish a biological genetic resources information system and conduct surveys and evaluations of biological genetic resources. Strengthen the construction of human genetic resources and species germplasm resources (圃) and protection fields (districts), in situ conservation points, test bases, and management systems. Organize the implementation of wildlife germplasm resources conservation projects, collect and protect endangered scarce and other important biological resources. Establish and improve the entry and exit inspection system for biological genetic resources, and strengthen the supervision of entry and exit of biological genetic resources.
(29) Strengthen biosafety management. Seriously implement relevant international conventions on biosafety, improve biosafety, especially GMO safety technical standards, safety assessment, testing, monitoring and supervision and management systems in accordance with relevant laws and regulations, and improve safety supervision capabilities. Strengthen the defense system to prevent the invasion of alien pests, improve the entry bio-security prevention system, and prevent illegal transboundary movements of genetically modified organisms and microbial agents and unintentional transboundary movements. Legally restrict or prohibit the import and export of biotechnology and products that affect national security or the public interest. Establish and improve biosafety risk analysis and information exchange mechanism, strengthen risk early warning and emergency response mechanisms, and improve the ability to prevent and respond to invasive alien pests and bioterrorism attacks. Strengthen laboratory biosafety supervision and management, improve laboratory biosafety system, and protect laboratory staff and public safety.
(30) Strengthen the publicity and popularization of life sciences, biotechnology knowledge and related laws and regulations. Guide the public to establish a correct bio-safety awareness and create a good social environment for the development of the bio-industry.
(31) Strengthen the ethical review of biological research. Actively carry out bioethical research, follow internationally accepted bioethical norms, and establish and improve ethical review and supervision systems for life science research in the fields of medicine and agriculture.

X. Strengthen organizational leadership (32) Establish and improve working mechanisms. Establish an inter-ministerial coordination mechanism for the promotion of bio-industry development, and coordinate and coordinate major issues in the development of bio-industry. Established the National Bio-Industry Development Expert Advisory Committee to conduct consulting research on major issues of industrial development. Actively play the role of industry association bridges and ties, promote international exchanges and cooperation, and strengthen industry self-discipline.
(33) This policy shall be implemented as of the date of promulgation. The relevant departments of the State Council shall formulate supporting policies and measures in accordance with this policy. The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government shall, in light of local conditions, formulate specific plans and implement them.
